CACI is seeking a HCM Cloud Platform & DevOps Engineer to design, build, and operate the cloud platform infrastructure supporting a large-scale federal HCM modernization program. This program deploys Oracle Fusion Cloud HCM across multiple federal agencies, requiring secure, reliable, high‑performance environments from DEV through PROD.

In this role, you will build and maintain OCI-based cloud environments within a FedRAMP Moderate+ boundary, develop CI/CD pipelines, manage configuration baselines aligned to NIST SP 800‑128, and orchestrate quarterly SaaS update deployments. You will automate provisioning, environment refreshes, replication, failover, and recovery using tools like Terraform, Jenkins, and Python.

Responsibilities

Design, build, and maintain CI/CD pipelines for Oracle Fusion Cloud HCM using Jenkins, Terraform, and Python, automating configuration promotion across DEV, TEST, STAGE, and PROD environments.

Manage Oracle Cloud Infrastructure (OCI) resources in FedRAMP Moderate+ environments, including compute, networking, storage, and IAM.

Establish and maintain NIST SP 800‑128 compliant configuration baselines ensuring traceability, auditability, and consistency for all deployments.

Orchestrate quarterly Oracle SaaS updates, coordinating with functional and test teams, validating impacts, supporting regression testing, and overseeing rollback procedures.

Implement and manage disaster recovery (DR) and business continuity (BC) capabilities, including automated failover, backup/restore workflows, and DR testing.

Monitor system performance, availability, and capacity using OCI monitoring services; configure alerts and automated remediation workflows to meet program SLAs.

Apply infrastructure‑as‑code practices with Terraform to manage provisioning, configuration management, and environment replication across all stages.

Enforce FIPS 140‑3 encryption requirements for data at rest/in transit; coordinate with cybersecurity engineers on key management and certificate lifecycle management.

Manage environment refresh cycles, data masking for non‑production, and sandbox provisioning to support multi‑agency deployment workstreams.

Develop platform operational runbooks, architecture diagrams, and deployment procedures supporting program operations and ATO documentation.

Participate in SAFe Agile ceremonies, contributing to sprint planning, automation tasks, and remediation of technical debt.

Troubleshoot complex technical issues independently, mentor junior engineering staff, and serve as a technical SME across the program.

Lead small technical initiatives, conduct technical reviews, and guide junior consultants on Oracle Fusion Cloud HCM best practices.

Qualifications

Required

Ability to obtain and maintain Public Trust clearance (U.S. Citizenship required).

Bachelor’s degree and 7+ years of relevant experience (additional experience may substitute for degree).

7+ years of experience in cloud platform engineering, DevOps, or enterprise systems administration.

5+ years of experience with OCI, AWS GovCloud, Azure Government, or other FedRAMP-authorized cloud platforms.

Strong proficiency with CI/CD tools (Jenkins, GitLab CI, Azure DevOps) and hands-on experience automating build/test/deploy pipelines.

Experience with Terraform or similar IaC tools for declarative provisioning and infrastructure management.

Proficiency in Python and/or Bash for automation, monitoring, and deployment orchestration.

Knowledge of federal compliance frameworks including FIPS 140‑3, NIST 800‑53, and FedRAMP Moderate+.

Experience with configuration baselining, change control, and release management in multi-environment deployments.

Desired

8+ years of cloud platform or DevOps engineering, including work on large-scale OCI or Oracle SaaS deployments.

OCI Architect or OCI Operations certification.

Experience managing Oracle Fusion Cloud SaaS environments (quarterly updates, sandboxing, refresh cycles).

Familiarity with NIST SP 800‑128 configuration management practices and federal change control boards.

Experience implementing DR/BC solutions including automated failover, RPO/RTO validation, and continuity testing.

Knowledge of container orchestration (Kubernetes, Docker) and microservices architectures in federal cloud environments.

Experience supporting federal ATO/RMF processes including SSP, POA&M, and configuration scan artifacts.

Experience with Oracle Cloud technologies including OIC and OCI in HCM/ERP enterprise environments.
